I would caution people from doing this using their cell data plans. For music it is probably alright but I wouldn't go watching your movies on it. Your data will disappear in a heart beat and your bill at the end of month will probably be insane. So if you are using wifi somewhere then consume away. Just be over conservative when you are using your data plan.
I set up my own VPN (without Server installed) using the steps here: http://Stormrook.com/2010/05/31/setting-up-a-vpn-server-on-osx/ and don't see my remote iTunes library over the VPN (though it works 100% for tunneling web traffic).
Does anyone know how I can get it to work, or do I need to install Server? Also, will it allow me to sync my iOS device over the Internet? That would be the holy grail for me.
Does this work for accessing music as well? If so seems like a good alternative to iTunes Match.
As for streaming movies remotely have you looked at using Plex for iOS? Works without a hitch and allows you to select transfer rates for remote viewing outside of your home network.
Unfortunately, I couldn't replicate this (Mac OS X 10.8.1, OS X Server, iOS 5.1.1) - no change for me from previous behavior, where browsing remote libraries just doesn't work. I'd be ecstatic if it did!

Note that I do have Home Sharing enabled (works fine when at home on same WiFi as my server where the iTunes library sits).

Ah, I understand your point (took me a bit to understand what you were giving me a hard time about... )
I was assuming that because it was on a TC it was being considered a backup. So I was making the point that having one copy on Time Capsule and no where else is not a backup. Backups are copies of your data so if one copy is lost, another is available. If the data is stored only on his TC and his TC dies, then the copies of the movies are lost (if they exist no where else and cannot be downloaded or ripped again.)
This is a concept that I find many users do not quite grock so I try to make them think about it and understand their risks.
Just a non OSX specific tip.
Plex works well for me, with the Plex Server on your home machine (doesn't require OS X Server - don't want to run my power hog Mac Pro 24/7), you can remotely connect with the Plex client, which runs on iOS devices, or Mac/Windows/Linux machines. The iOS client is $5, but I would encourage one to try with a laptop, both locally and remotely, to get a feel for the system.
Also, as someone else mentioned, I strongly encourage use of WiFi so you don't have surprising cell phone bills. I would say you need at least 500 kbps upstream Plex server internet access for acceptable content viewing, but this is personal preference to some extent. With iOS devices you can set the quality a little lower since the screens are smaller.

I'm using a cisco router to configure a VPN connection home - I found that with 10.8 I'm actually able to do a Time Machine backup through the VPN connection where as before it wouldn't find the drive. However, I'm unable to see the shared library.
When you say you've downloaded and installed Server apps, what are you referring to?

I've been wishing for this as well. I've been using AirVideo which works great, but a solution as simple as this is just great. However it is not working for me either.
Could the original poster describe his set up in more detail? If it works for him we should be able to get it running as well.
For this to work, the 'Videos' app in iOS must be left running (foreground or background) while on the local LAN watching a movie. I tried it today at work, got online, enabled the VPN back to home, resumed the movie play, changed movie, all movies played over the VPN.
However, if you close the 'Videos' app in iOS it will not find your shared iTunes library over VPN.
I tried this on Lion and it did not work. This only works with Mountain Lion.
Also, I just noticed that IP forwarding is on, on Mac OS X Server, which surprised me (one of the regular services must have turned it on). It is well known that you can turn IP forwarding on with the following command (if it is off in your server):
sudo sysctl -w net.inet.ip.forwarding=1
Not sure if this has an influence on being able to play iTunes sharing videos over VPN or not. You can turn it off with a '0' at the end. Or check its current value without the '-w' flag (or '=1').

A better solution to this particular problem (remote streaming of iTunes and other video) is the Air Video app and its associated server. Works great, and you can tune its bandwidth usage to taste.
Why don't you just use Air Video Server? Extremely easy to set up, it's free, and it provides great video quality over most any connection.
Most VPN's arent real efficient passing audio and video anyway.
I have not tried this with music as I have no interest on music.
Installing the Server app means installing the server part of Mac OS X, which will add the app aptly named 'Server' to your system, from which you enable and disable services, such as the VPN service, and others.
How To Share Itunes Library From Mac To Iphone 6
After trying several video and/or file sharing apps that I did not like I finally moved away from pure iTunes shared libraries in Mac OS and the Videos app in iOS.
My newfound jewel is the ServeToMe (free for Mac OS) and StreamToMe (paid on iOS) combo. It works 'exactly' as it should. I can add a bunch of folders to ServeToMe and they are served immediately to my iOS, transcoding if necessary. When I reorganize or add media to my TimeCapsule volume I don't need to re-import into iTunes. And, I can use my folder and subfolder structure for organization (Movies, TV, Demos, etc) and StreamToMe on iOS will immediately see new stuff. Unlike the Videos app, StreamToMe shows full folder and video file long names. ServeToMe can share your iTunes library too! Works on local Wifi or over VPN. And, is clearly minimalistic and not bloated.

You'll be able to stream your movies without interruption on a 3G network.
You'll be able to securely share you movie with friends.
You'll be able to cue movie from the internet (youtube dailymotion etc…) and watch them later on you IOS device
You'll even be able to watch your movie on a smart TV without an Apple TV (Samsung, Sony and more…)
